State Secretary of the Foreign Affairs Ministry Awarded at the UN

At the UN the State Secretary of the Ministry of Foreign and European Affairs, František Ružička received the award “Diwali – Power of One”. The gala ceremony of this year took place on December 6, 2019, at the UN headquarters in New York. In total, 4 laureates with a background of diplomacy and international relations were awarded, who contributed with their activities to the building of peace and security in the world.


František Ružička represented the Slovak Republic in the UN in 2012-2017 as the permanent representative of our country, and consequently, in 2017-2018, he acted as Chef de Cabinet to the President of the United Nations General Assembly Miroslav Lajčák. In his acceptance speech, the State Secretary emphasized the irreplaceability of the UN, via which the states of the world can cooperate. “The UN is still the most representative global institution – both, from the viewpoint of representing the interests of all the states and also from the viewpoint of paying attention to every individual. The UN also provides us with legitimate instruments for overcoming existing conflicts. It is a guarantor of compliance with international law, which is key especially for small and middle-sized countries. However, we need more empathy and will, when giving priority to common solutions”.


During his working visit to New York, František Ružička took part in a series of meetings with the representatives of the top UN leadership. At the meeting with Rosemary A. DiCarlo (United States), Under-Secretary-General for Political and Peacebuilding Affairs, the points of discussion were the issues related to UN action in this area, particularly in the context of cooperation with the EU which is the biggest world provider of development and humanitarian aid. Rosemary DiCarlo also acknowledged the active role of Slovakia in the process of the reforms of security forces in post-conflict countries.


During the talks with Alexander Zuev, Assistant Secretary-General for the Rule of Law and Security Institutions, the partners focused on Central Asia. The state secretary of foreign affairs confirmed that Slovakia is ready to offer its expertise in the area of building the security sector also in this region and thus contribute to  the improvement of the UN’s capacities. František Ružička also met with Maria Viotti, Chef de Cabinet of Secretary-General Antonio Guterres. In the meeting with the Brazilian diplomat, the main resonating issues were those related to the fight against the climate change, which fundamentally and in an existential way affect life on our planet.


With the intention of supporting cooperation between the European Union and the UN, the state secretary also met during his stay in New York, on December 12, with the upcoming EU Ambassador to the UN, Olof Skoog. Naturally, the dominating theme was the EU-UN cooperation. “Already today, the EU is a global leader in the area of economy and trade. The European Union is also a global leader in the area of development and environmental protection. And the European Union has all the prerequisites for becoming the global political leader. In this regard, the UN represents a natural and ideal platform for the acceleration of the EU’s activities,” emphasized František Ružička during the meeting.


The agenda of the working visit in New York also included a meeting with the President of the International Peace Institute (IPI) Terje Rød-Larsen. The discussion focussed on the Near and Middle East, primarily the options for and limitations of an inclusive regional dialogue.


The state secretary also met with members of the Piarissimo Choir from the Jozef Branecky High School in Trenčín. After the tour in the UN, this prestigious Slovak body performed on 6 December 2019, in the Slovak church of St John Nepomucene, in New York.
