The Slovak Republic, is a party to two Council of Europe´s  treaties dealing with the protection of national minorities (Framework Convention for the Protection of National Minorities; European Charter for Regional or Minority Languages), which require to produce national reports on the compliance of domestic standards and practices with treaty rights.

These reports are reviewed by specialised monitoring organs. Concluding observations, commenting on the adequacy of state compliance with treaty obligations, are issued by these bodies following the review.
